Development of Grant Support for Scientific Research in the Republic of Tuva

Abstract

The article analyzes the financial support of scientific research conducted by staff of research organizations in the Republic of Tuva from 1990 to the present. The analysis is based on the experience of the region’s key research institutions: the Tuvinian Institute for Exploration of Natural Resources of the Siberian Branch of the Russian Academy of Sciences, the Tuvan Institute for Humanities and Applied Social and Economic Research under the Government of the Republic of Tuva, and Tuvan State University.

The dynamics are examined in stages: (1) the 1990s–2005, when a new source of funding was tested and only isolated grants were obtained by individual scholars, including projects of young researchers; (2) 2006–2020, characterized by systematic use of the opportunities offered by targeted research projects and the involvement of scholars in the natural and technological sciences in competitive grant schemes; (3) 2021 to the present, marked by the growing importance of targeted grant funding, the award of a number of prestigious grants to research teams, and the publication of a series of monographic studies financed by research foundations.

Based on data from grant-making foundations, the Russian Science Citation Index, as well as the websites of research organizations, the regional ministry of science and education, and the Government of Tuva, the authors examine indicators of grant acquisition by institutional staff at each stage. It is noted that the development of grant support followed an upward trajectory, beginning with 19 grants in the first period and reaching its peak in the second stage with 134 grants, followed by a marked decline to 30 grants in the third stage. The differentiation of stages is determined both by changes in grant support mechanisms at the level of federal research foundations and by the possibilities for financing scientific research from the regional budget.
