Formation and development of national education in the Republic of Bashkortostan

The article analyzes the formation, development, and current state of education in the Republic of Bashkortostan in the language of the region's indigenous ethnic group and its study by students of primary and secondary education levels, which in Russian-language academic discourse is referred to as “national education”. The study highlights the characteristics, challenges, and issues associated with education in the Bashkir language, as well as its status as the second official language (after Russian). The analysis includes a retrospective examination of the historical development of national education institutions and the legislative acts regulating these processes in the USSR, Russia, and the Republic of Bashkortostan. The research is based on historical studies and contemporary statistical data.
It is established that the formation of the national education system in the Russian Federation and its republics is highly complex, contradictory, and inconsistent. To a large extent, a formal approach persists in organizing the educational process in national (native) languages. The recognition of indigenous languages as official languages in Russia’s republics has not served as a protective measure or a reliable guarantee of their preservation and further development.
Using the Republic of Bashkortostan as a case study, the authors demonstrate that in the republics of the Russian Federation, a system for training national specialists in the field of education has not been fully developed. The existing organization of the educational process does not ensure full-fledged instruction in the native language or an effective study of the Bashkir language. As a result, the needs of the republic’s titular ethnic group in supporting and developing their language, traditions, and culture are not being fully met.
