The Great Khural as the supreme representative authority of the Tuvan People’s Republic

The article examines the history of the supreme representative authority of the Tuvan People’s Republic — the Great Khural (1923–1941). Its work clearly falls into two periods: 1923–1928 and 1930–1941. Our research is based on the previous works and documents from both Tuvan and Moscow archives. Some of the documents, especially those of the 6th and 7th Great Khurals, have been consulted for the first time by a researcher.
The Great Khurals took place in different periods: from Khural I to VI (1923–1928), they were held annually and fitted into the annual economic cycle. However, annual Khurals meant frequent changes in the cabinet and in the Little Khural, which did not contribute to consolidating public administrative experience. The following Great Khurals (1930–1941) were held less frequently without any precise intervals. In that period, their respect and role in the life of Tuvan society started to fall, they fell under the shadow of the TPRP and the Cabinet. At the same time, the rise of the Little Khural began, since that body was better suited to the requirements of rapid revolutionary transformations. By the beginning of 1940s, the TPRP Central Committee started to play the primary role in the state, leading the country towards the military transition and organizing multilateral help to the USSR during World War II.
The Great Khurals of TPR were the school of democracy and government despite the pressure from the inside (CC TPRP) and outside (Comintern and USSR). Their work contributed to maintaining the independence and sovereignty of the TPR.
