Article is composed of one of the paragraphs of "On the way to protectorate (from the second half of 19th century to 1914)” (LAP Lambert Academic Publishing, 2013). It analyzes the actions by the Russian Government while settling the "Uriankh issue” in 1913, the year when the post of Borderline Commissioner was instituted in Tuva.References
