The project was created with the support of Russian Scientific Fund for the Humanities, 2009-2010. 

In 2018 journal is supported by the grant of the Head of the Republic of Tuva.

Since 2019, the journal has switched to the APC (article processing charges) model.

2020-2022, the journal was co-published by Peoples’ Friendship University of Russia (RUDN University).

Since 2024, co-publisher is Al-Farabi Kazakh National University.
